Congress & the Community Services Block Grant


 

How does Congress oversee Community Action and CSBG?

The House Education and Labor Committee and the Senate Health, Education, Labor and Pensions (HELP) Committee have jurisdiction over legislation that would either amend or reauthorize the Community Services Block Grant Act. Appropriations for CSBG are handled through the House and Senate Appropriations Subcommittees on the Departments of Labor, Health and Human Services, Education, and related agencies.


What is the current legislative status of the CSBG Act?  

The authorization of appropriations for the CSBG expired at the end of FY2003 but, despite this lapse, NCAF has worked successfully to obtain consistent and increased appropriations from Congress in every subsequent year. In the 116th Congress, NCAF has built bipartisan support for legislation (H.R. 1695) that would amend and reauthorize CSBG for 10 years.


What is the current funding level for CSBG?

For FY2020, Congress has appropriated $740 million for CSBG. In addition to these regular CSBG funds, Congress included a supplemental appropriation of $1 billion for CSBG in the CARES Act (P.L. 116-136), enacted on March 27, 2020, in response to the COVID-19 crisis.
